Minimum Wage Increase

Effective January 1, 2023

Post

Effective January 1, 2023, the minimum wage in California will increase to $15.50 per hour in 2023 for employers. Regional center service providers that are currently paying a wage below these amounts may be entitled to an increase. Please review the information below to determine the steps necessary to apply for a rate adjustment. Any questions can be sent to the minwage@altaregional.org.

Service Providers with a rate set by the Department of Developmental Services

Community Based Day programs (CBDP), In-Home Respite Agencies and Work Activity Programs (WAP) need to submit information to DDS as indicated on DDS web site shown in the link titled CBDP, In- Home Respite and WAP Providers. Please note that there is a separate Excel worksheet for CBDP and Work Activity Programs and a separate one for In-Home Respite Agencies.

Service Providers with a rate set through negotiation by regional centers

Providers with rates set by the regional center through a negotiation process can click one of the links to download the Excel spreadsheet applicable. For vendors that provided both alternative and traditional services during the three-month review period, complete the Traditional and Alternative spreadsheet. For vendors that provided only alternative service during the three-month review period, complete the Alternative Only spreadsheet.

For instructions on how to complete the spreadsheet please review the Vendor Worksheet Instructions found within the Excel document. Vendors must submit actual wage and mandated employer cost information for affected employees for the period of July, August, and September 2022 or an applicable period of up to three (3) months from January through December 2022.

Providers may submit the completed spreadsheet to minwage@altaregional.org no later than March 1, 2023.

Please note that the rate adjustment effective January 1, 2023 (reflecting 50% of the difference between March 31, 2022, rates and benchmark rate models) and the statewide minimum wage adjustment will be calculated separately. These adjustments are independent of each other and will be additive if a vendor qualifies for both.

Alternative Residential Model (ARM) rates for residential and out-of-home respite facilities

Alternative Residential Model (ARM) rates for residential and out-of-home respite facilities will change effective January 1, 2023. These rates also affect out-of-home respite facilities (service code 868). These rates will be automatically adjusted by the regional center. No action is required by residential care homes for the ARM rate increases.
