Alta California Regional Center (ACRC) is seeking your support for AB 3291 that is currently on Governor Newsom’s desk for signature. This bill requires a discussion of caregiver succession planning at Individual Program Plan (IPP) meetings for adult clients living with family members. It additionally authorizes the regional center to support the housing costs for individuals receiving Supported Living Services that are facing homelessness. This legislation aligns with ACRC’s Coordinated Future Planning Initiative, and we urge you to contact Governor Newsom and encourage him to sign AB 3291.     

Why?

Future Planning: AB 3291 ensures that there is a structured plan in place for when aging caregivers can no longer provide care. This includes identifying potential future caregivers and housing options, which can alleviate a lot of stress and uncertainty for families.

Continuity of Care: By planning for caregiver succession, the bill helps ensure that individuals with developmental disabilities continue to receive the necessary support without interruption, even if their primary caregiver is no longer able to care for them.

Support for Housing Costs: The bill allows regional centers to assist with housing costs under specific circumstances, including the risk of homelessness. This can provide significant financial relief for families and ensure that the individual with developmental disabilities has a stable living environment.

Peace of Mind: Knowing that there is a plan in place can provide peace of mind for aging caregivers, allowing them to focus on their own health and well-being without constantly worrying about the future care of their loved ones.

Legislature’s Analysis

Aging Caregiver Crisis: Alta California Regional Center launched a Coordinated Future Planning Taskforce with this looming problem in mind. The initiative calls on a group of stakeholders: clients, family members, advocates, and service providers to join with regional center staff in both developing and delivering training to service coordinators. This training focuses on the need for caregiver succession plans for each regional center client, as well as seeking to increase the competencies of service coordinators in discussing a range of living options at IPP meeting. This bill aligns with ACRC’s efforts by making caregiver succession planning a part of the IPP process for all 21 regional centers.
