Request for Proposal – ASL Interpreting Vendor with Staffing Registry Pilot Program and Adult Residential Model Forensic/SUD
Alta California Regional Center (ACRC), serving individuals with developmental disabilities, and its Stakeholders have identified a need to develop multiple projects in order to better serve individuals who have high support needs. See below for a brief description of each project.
ACRC is hosting a Request for Proposal (RFP) Orientation in-person and virtually (via Avaya) to introduce the project in greater detail including the targeted client profile. The RFP handout will be sent via email to those who attend the RFP Orientation. Attending this orientation is mandatory in order to apply.

ASL Interpreting Vendor with Staffing Registry Pilot Program
(Project ID: ACRC-2223-7)-CRDP. ACRC would use this project for two purposes, (1) secure a vendored American Sign Language (ASL) interpreters’ agency to ensure the needs of our Deaf and Hard of Hearing Clients (DHH) clients are met in outlying counties (Yolo, Yuba, Sutter, Placer, El Dorado). And (2) use a portion of the startup funds to pilot a Signing Staff recruitment project in order to increase the number of Signing Direct Support Professionals (DSP) that could work for various vendored programs throughout our catchment area. Goal is to increase service access for DHH and ASL clients. This project was recommended based on ACRC’s Deaf and Hard of Hearing Community Coordinator’s stakeholder survey feedback which indicated a lack of ASL translation services in outlying counties.
Adult Residential Model Forensic/SUD
(Project ID: ACRC-2223-9)-CRDP. Adult Residential Facility (ARF), Level 4I, for clients with judicial involvement (diversion or competency) and also have a history of a substance use disorder (SUD). Provide recovery treatment for clients with history of illicit drug use. Clients targeted for this ARF will be male and female adults exiting out of Porterville Developmental Center’s Secure Treatment Area or are incarcerated at a county jail and need a court ordered diversion or competency placement. For competency placements, restoration training services would be provided by already existing vendor.
Clients will likely be verbal, ambulatory and/or non-ambulatory, and may require prompts/reminders to complete their ADL’s. Clients are expected to have intensive behavioral and/or co-occurring mental health support needs. They may have high incidents of verbal threats, and verbal and/or physical aggression. Clients will also require support with enhancing their coping and anger management skills.
Many generic resources available for residential recovery support do not specialize in providing services for individuals with developmental disabilities. Many programs do not tolerate any form of physical/verbal aggression, and clients are frequently/quickly exited from these programs when exhibiting even minimal verbal outbursts or threats of aggression. Clients are frequently exited to the street and/or returned to county jail due to limited housing for individuals with forensic support needs. By vendoring an ARF specializing in SUD/recovery support needs, ACRC could improve long-term client outcomes as they transition back to the community from PDC or county jail.
