Community Resource Development Plan Guidelines Public Comment Period

The Department of Developmental Services (DDS) is asking for stakeholder (public) comments on the priorities included in the Fiscal Year (FY) 2026-27 Community Resource Development Plan (CRDP) Guidelines. The CRDP guidelines are the instructions that help all 21 regional centers request resource development funds from the Department. Each year, the CRDP Guidelines document includes a variety of key priorities for regional centers to focus on. These priorities help regional centers identify where CRDP funding can best address community resource needs. 

For this public comment period, DDS is asking the community to review the draft FY 2026-27 priorities and let them know: 

• Are any of the priorities unclear or in need of revision?
• Are there any other priorities that should be added? 

How to provide comments:

DDS is offering multiple ways for you to share your comments on the FY 26-27 CRDP Guidelines. They will host an online webinar on Thursday, October 15, 2026, from 2:00 pm – 3:00 pm (register in advance) to accept public comments via Zoom’s Q&A function, or you can submit your comments online at any time that is convenient for you. All comments must be received by noon on Friday, October 23, 2026.

What you are providing comments on: 

There is one new priority this year on Emergency Services (also called Surge Locations). “Surge locations” are developed to help with overflow when there’s a significant emergency that affects people’s health & safety. The previous priorities that will continue to be included in the FY 2026-27 CRDP Guidelines are: 

• Community living options and supportive services for individuals transitioning from Porterville Developmental Center Secured Treatment Program, Canyon Springs Community Facility, Institutions for Mental Diseases, and other restrictive or out-of-state settings.
• Safety-net, crisis, and emergency services and supports.
• Specialized services for individuals with complex medical, behavioral, communication, or other support needs.
• Services for Deaf, hard of hearing, and Deafblind individuals.
• Autism, aging, dementia, and aging caregiver supports.
• Specialized services and supports not available through generic resources.
• Affordable, accessible, and inclusive housing options.
• Employment opportunities and training to assist individuals in navigating benefits associated with employment.
• Early intervention services.
• Inclusive social and recreational opportunities are culturally and linguistically competent.
• Expansion of resources, including technology and equipment, and increased opportunities to access resources that reduce disparities between populations and enable individuals to access and benefit from services.
• New priority: Emergency Services (Surge Locations).
